Resident

A permanent inhabitant of this world, holding all the rights, privileges, and obligations of a full-fledged citizen. Residents may be either original inhabitants of the world or former relocants who have completed the full process of adaptation and integration.

The term derives from the Latin "residens" (dwelling, remaining in place).
